To accomplish the vision set forth in the education Blueprint, efforts are focused in these five strategic categories:

  1. Teaching and Learning
  2. Staffing and Facilities
  3. Financial Resources
  4. Family and Community Engagement
  5. Citizens and Policymaking

1 . Teaching & Learning

Educators will facilitate individualized learning experiences and foster growth for students that will prepare them to be independent, life-long learners who can communicate, collaborate and problem solve. Successful teaching and learning values individuality, demonstrates cultural understanding, and embraces diverse learning styles and life experiences to overcome achievement and opportunity gaps.

Pennsylvania will recognize the value and impact of the teaching profession for the commonwealth's overall benefit and will implement policies and programs to support all educators in all districts. We must create safe, supportive and collaborative environments for teachers to improve their practice and deliver content in innovative and relevant ways. The commonwealth's teacher certification programs must be responsive to changing needs of districts and students, and we must be committed to providing educators with targeted, flexible professional development opportunities throughout their careers.

2 . Staffing & Facilities

Staffing and facilities are essential resources that create positive learning environments that in which students thrive. Students need safe and functional learning spaces and delivery systems that empower them to achieve their highest potential. School staff and learning facilities must embrace innovation and be equipped to meet the needs of all learners.

To achieve this, we must ensure all schools possess the resources to recruit, retain and continuously develop staff. We also must provide facilities that are academically and environmentally sound, safe, secure, flexible and sustainable, and have the potential for year-round use. Facilities and staffing must be adaptive to changing technologies and their uses in learning.

3 . Financial Resources

Schools will have the financial and other necessary resources to efficiently, effectively and equitably provide all students with an exceptional public education.

Pennsylvania must invest in full access to quality pre-k education for all students. Every student will have high quality technology readily available. School districts will have the resources necessary to provide excellent educational opportunities and resources to every student.

4 . Family & Community Engagement

Schools will engage families and communities to share resources and services so that all students and their families receive the academic and non-academic supports necessary to attain high-quality education in support of life-long learning.

To accomplish this, schools, families and communities need:

  • Multi-generational programs and services
  • Welcoming and inclusive learning environments
  • Systems for timely communication and collaboration, and shared decision making
  • Community health and wellness resources
  • Tools, skills and support to help families reinforce learning at home
  • Public-private partnerships
  • Open, collaborative, transparent and accountable leadership from schools, families and communities
  • Fair, ample and equitable funding to support students and necessary programs
  • Provide strong supports for children and their families before students attend pre-K
  • Enhanced support for in-school and extra-curricular arts, athletics and libraries.

5 . Citizens & Policymaking

Public education is a fundamental right and everyone in this commonwealth benefits from a universally supported public education. Education policy decisions must be student-centered and utilize multiple measures of data for promoting equitable opportunities for all students. As such, it is the responsibility of every citizen, resident, and policymaker to support the greater good of strong public education for all.

Advocacy must be community-wide, statewide, aligned and powerful. Goals should be rooted in achieving legislative changes and financial resources necessary to accomplish all other aspects of the Blueprint. Educating citizens and policymakers on the importance and effectiveness of implementing these strategies will be key to our success.
